Li, ranked No 143, will face the winner of the match between Pole Katarzyna Kawa and Romanian Jaqueline Cristian, the second seed, next.
Ahead of her victory, the American won against Slovak Rebecca Sramkova (6-2, 6-2).
Rakhimova, ranked No 104, won against Slovak Veronika Erjavec (6-1, 7-5) in the previous round.
